At FYTE, we are currently recruiting a Head of Infrastructure and Facilities Management for our client, an international organization (not-for-profit agricultural research for development organization) with headquarters in Texcoco. To be eligible for this role, you must be proficient in English.
Your task will be:
- Ensure the functionality, comfort, safety, and efficiency of buildings and grounds, and infrastructure.
- Responsible for developing a strategic long-term vision for our facilities infrastructure at its HQ (Texcoco) and its Country Offices around the globe, advising on the adequate size, structure, and function of the facilities (buildings and grounds) concerning the activities, staffing needs, and objectives of the Organization.
- Supervise maintenance staff in carrying out works at the Center’s HQ and ensure the proper cost-efficient operation of equipment and facilities. (Including but not limited to the site’s electric systems, gas, A/C and plumbing systems, and earthquake and fire detection systems).
- Oversee and ensure quality assurance of appropriate maintenance plans (preventative and reactive) of CIMMYT’s HQ, stations and its country offices.
- Coordinate complex construction, remodeling, and/or engineering projects to enhance the Organization’s Laboratories, Greenhouses, Genebanks, and other research support units.
- Ensure business continuity for the facilities in case of power outages.
- Optimize staff working environments and look for opportunities to reduce carbon footprint.
- Ensure that the maintenance, refurbishments, and repair works carried out at the Center comply with established standards and regulations by the various local, state, and federal authorities and are in line with the Organization’s guidelines/instructions issued by OHS (Operational Health and Safety) and Risk Management. Ensure that through training all staff within the facilities unit are aware of all applicable OHS standards for their job activities.
- Effective Supplier management:
- Coordinate construction and renovation projects at CIMMYT, through vetted contractors. Verify that the various stages of the construction and renovation projects are aligned with the established planning and ensure Quality Assurance.
- Act as Contract manager for external services, such as cleaning, waste disposal, pest management, and maintenance.
- Provide support and advice to construction and renovation projects as well as facility management and optimization for CIMMYT’s experimental stations in Mexico and its country offices.
- Responsible for financial planning and monitoring: Budget planning, execution, and monitoring of Annual Operational (OPEX) and Capital Expenditures (CAPEX).
- Responsible for monitoring and optimizing utility consumption. Implements cost savings programs.
- Maintenance support of the Security systems and special equipment.
- Ensure up-to-date blueprints of CIMMYT’s infrastructure.
- Ensure up-to-date procedures and create a road map for ISO certification or other quality management certification programs.
- Supervise building inspections after earthquakes.
- Manage and report on the facilities’ units' performance through a KPI dashboard.
- Carry out any activities assigned by the immediate supervisor for the proper functioning of the area.
- Master’s degree in civil engineering or a similar field.
- At least 10 years of experience in similar roles or activities, ideally gained in private and Non-profit environments and covering activities in multiple countries.
- Advanced level user of Microsoft Office Suite (Word, Excel, Power Point, Outlook, etc.).
- Advanced skills in the use of AutoCAD.
- Project Management certification.
- Proven experience in leading large teams, including technical teams.
- Advanced level of English. English will be tested, and the candidate should score a minimum of C1 on CEFR.
