We’re looking for a Chief Procurement Officer with global sourcing & procurement experience in the IT and/or Consumer Electronics business. This position will report to the COO and be responsible for managing all the spending from the company (USD6 Billion per annum). Must be able to station in Southern China and conduct frequent business travels.     
  • Define the procurement strategy and policy: liaising with senior management to adapt to strategic objectives, carrying out business intelligence, identifying the needs of the various departments, etc.
  • Responsible for leading all global procurement efforts to enable efficiently and effectively spend owners such as business units and functional partners to maximize the value they receive from suppliers to meet their objectives.
  • Drive supply analysis/strategy, supplier identification, sourcing execution, contract negotiation, delivery planning and monitoring, purchase execution, and then ongoing performance management and improvement.
  • Identification and realization of cost-saving and cost-reduction opportunities.
  • Management and development of procurement team leaders and staff in and across sourcing, contracting, transactional purchasing, supplier management, and miscellaneous internal procurement support activities.
  • Participate in negotiations: supporting staff on sensitive or strategic issues, monitoring framework agreements
  • Monitor suppliers and procurement performance by defining key performance indicators, overseeing overall procurement costs and budgets, and regular reporting.
  • 15+ years of experience in Sourcing, Procurement, and/or Supply Chain Management in the business sectors of IT and Electronics Design & Manufacturing.    
  • Experience of managing an annual spend of USD4+ Billion purchase.
  • Experience of leading multinational sourcing & procurement teams (100+ members) and suppliers across Mainland China, Taiwan, Japan, Korea, and US. 
  • Familiarity with relevant legislative and regulatory requirements, as well as understanding of standard contractual terms and conditions to mitigate legal risk Strategic mindset and problem-solving skills.
  • Strong negotiation skills to use for large commercial deals.
  • Change management skills and self-awareness to take varying approaches with a dynamic set of stakeholders.
  • Fluent in English and Mandarin Chinese.
