About the Role
A multinational company in the construction chemicals sector is seeking a strategic and driven Procurement Manager(Head) to lead its procurement function in Taiwan. This role will oversee both direct and indirect procurement, manage a small team, and work closely with local and regional stakeholders across multiple markets.
The Taiwan business unit operates in a decentralized structure. While some products are produced locally in Taoyuan, a significant portion is imported through intercompany procurement from other entities across Greater China, Southeast Asia, and Europe.
Key Responsibilities

Lead and develop a procurement team of 3~4 people.

Manage full-scope procurement and purchasing operations, including supplier sourcing, contract negotiations, cost management, and performance tracking.

Coordinate with global and regional teams on intercompany sourcing and supply alignment.

Collaborate with internal stakeholders to identify cost-saving opportunities and improve procurement efficiency.

Support integration and process optimization initiatives, especially in the context of a recent global merger, driving toward a unified local structure.

Proactively challenge and improve current procurement practices to enhance agility, compliance, and value delivery.

Ensure alignment with global procurement standards and policies.
Key Qualifications

Bachelor’s degree or above in Business, Supply Chain, Engineering, or a related field.

Minimum 8 years of procurement experience, including at least 2 years in a managerial or team lead role.

Experience with chemical-related products or industrial manufacturing is highly preferred.

Strong communication and stakeholder management skills across departments and cultures.

Fluent in both Mandarin and English.

Prior experience in a decentralized or matrix organization is a plus.
