We’re looking for a seasoned HR leader specialized in Talent Learning and Development for a well-known semiconductor MNC. This role will be responsible for championing, coordinating and leading Talent, Learning and Knowledge Management Activities to achieve the agreed priorities. The country lead and his/her team will support ~5000 employees among Taiwan, Singapore, and Malaysia.
Context: The Talent & Learning team has an ambitious change and run agenda. We’re taking a fresh approach refining current practices to how we gain global and country visibility of our talent, how we more structurally grow and develop our people and how we create an exceptional work place that is inclusive and where we are at our best.
Key Areas of Accountability:
• Ensure the country has a full functioning Learning and Knowledge Management as well as Talent Management function, ensuring adequate resourcing and funding provision as well as regular reporting against progress and output impact measurements.
• Work with line managers and Country HR on all aspects of Learning, Knowledge and Talent Management as well as with colleagues in the Sector and in the Central CoE. Seek synergy opportunities. Collaborates intently and frequently.
• Work actively towards the global talent and learning plan and timelines ensuring positive participation and representation of the Country. Simultaneously, provide input into the development of new ASML global talent and learning programs, services and products, ensuring the needs of the country are well documented and clearly communicated,
• Embed Quality standards for Learning and Development as well as Talent Management, building capability in consistent use of tools, models, programs and services. Share best practices with the global Learning and Development team and fellow Country and Sector Talent & Learning Leads. Actively network with other agencies/ institutions working in the Country to share best practices with a view to benchmark, add onto the knowledge base of the company, and the wider network.
• Lead the provision of good quality and appropriate Learning, Training and Knowledge Management initiatives for different target audiences relevant to Taiwan and the company as a whole. Build a pool of facilitators within the country in line with Global guidelines. Closely manage and track country learning events, participation information, progress and impact. Take appropriate action to increase efficiency, effectiveness and engagement. Radically prioritize.
• Supports a data driven, insight led and technology enabled function.
• Lead, coordinate and facilitate the identification, development, succession planning and implementation of talent in the Country. Support the implementation and tracking of global talent process to support cross country and sector sourcing and mobility. Manages all existing globally consistently run talent processes i.e develop and perform.

Skills & Behaviors:
- Broad and Deep Expertise and Experience in Talent and Learning Management ( Career Development incl Mobility, Succession Planning and Talent Reviews, Assessment, Learning and Development, Performance Management)
- Minimum of 12 years of working experience in Human Resources (a combination of HR specialist and generalist). Regional/International experience will be required.
- Experience with leading people and change and engaging senior stakeholders. Experience in executing on highly complex activities that require collaboration with experts from other disciplines.
- Holds themselves accountable for making effective decisions, balancing quality of execution with pragmatism, managing resources efficiently and in an engaging manner, achieving and role modelling ASML values of care, collaboration and challenge.
