Site EHS Leader

We are recruiting an EHS Manager to join our exciting new Gansu manufacturing facility. 

Role:  As Environmental, Health, & Safety Manager, you will provide leadership and strategic direction to the facility through the application of The Company principles, ensuring that systems effectively address the facility’s EH&S risk profile, develop and/or align the facility EH&S strategy according to the business/enterprise health and safety plan, and facilitate health and safety ownership throughout the organization.  We are seeking candidates who find fulfillment in creating long term value and are not afraid to challenge the status quo.
The candidate successful candidate will work a day-based, on-site work schedule, but have 24/7/365 responsibilities, so should assume that some night and/or weekend work will be required when necessary. Other responsibilities include:

Primary Responsibilities:
-    Hire & lead the site EH&S team through personally demonstrating ethical and professional behavior.  Provide work assignments, training, feedback, coaching, support, and development opportunities to team members.   
-    Assist site leadership with the development of short and long-term EH&S objectives, targets, strategies, and measures that prioritize and mitigate risks in line with corporate guidelines.
-    Develop shared EH&S vision and provides leadership and direction to executive the vision through management commitment and employee ownership. 
-    Coordinate an active investigation team to participate in incident investigations, root cause analysis, and corrective action development and implementation.  Drives RCA.
-    Ensure compliance standard owners are in place for each subject matter area.
-    Lead the development of risk assessment methods/systems for anticipating, identifying, and evaluating hazards.
-    Develop and manage leading and lagging metrics to gauge and guide the EH&S performance of the facility.
-    Develop action plans that address the facility’s safety culture and risk.
-    Ensure site employees understand and exercise their decision rights regarding EH&S.
-    Ensures the development, improvement, and implementation of training systems to meet facility needs, utilizing qualified instructors. 
-    Work with the Corporate EHS Team as appropriate to implement improvements, assess issues and implement corrective actions as necessary. 
-    Engage in capital and expense project planning and execution to ensure safe and efficient execution.
-    Ensure EH&S records are managed in accordance with records management and the applicable EH&S standards.
-    Develop and maintain policies and procedures to comply with corporate guidelines as well as governmental safety, health, environmental and security legislations and regulations. 
-    Liaise between the company and government agencies / authorities and communities on EH&S security related matters, in accordance with company Government Interaction compliance standard. 
-    Obtain/renew/coordinate all required EHS permits and ensure all reports are submitted accurately and promptly.  
-    Set up of EHS committees or employees engagement activities as required by the regulations or Corporate Compliance standards. 

Qualifications (Required)
-    Bachelor’s degree in Engineering, Environmental Science, Health & Safety Management, Environmental Engineering or equivalent. 
-    5+ years EHS management experience at a manufacturing facility.
-    Experience working with government and regulatory agencies to ensure EHS compliance with all applicable local and national laws and standards.
-    Understanding of current and emerging EHS regulations in China and implementation of changes.
-    Passion and energy to drive change as a member of the site leadership team.
-    Excellent interpersonal skills, with the ability to collaborate effectively across all functions 
and engage with 3rd parties.
-    Ability to influence across all levels within the organization.
-    Ethics and compliance-driven mindset.
-    Ability to prioritize and manage conflicting tasks.
-    Strong decision maker, disciplined, and process driven.

Qualifications (Preferred)
-    Certified Safety Professional or other equivalent certification.
-    Working experience in a multinational environment
-    Process Safety Management experience. 
-    Experience in petrochemical or chemical manufacturing processes.
-    Working experience in paint industry will be preference.
